法治政府建设与政府信任关系实证研究——基于CGSS2015调查数据

摘　　要：政府信任是提高政府执政成效的关键环节,探究如何提高政府信任极具现实价值。学术界围绕政府信任展开了研究,取得了丰硕的成果,然而较少有学者从法治政府建设的视角研究政府信任问题。在全面依法治国的背景下,分析法治政府建设与政府信任之间的关系,具有重大现实意义。本文在学术界研究的基础上,提取法治政府建设相关指标,从实证的角度分析法治政府建设与政府信任。结果显示,法治政府建设相关指标如法律规范体系、行政执法、司法适用、公众司法参与、社会治理法治水平等与政府信任呈显著正相关。因此,在提高政府信任这一过程中,必须将法治政府建设纳入考量范围。Government trust is the key link to improve the effectiveness of government governance. It is of great practical value to explore how to improve government trust. Academic circles have carried out research on government trust,and achieved fruitful results. However,few scholars have studied the issue of government trust from the perspective of the construction of a government ruled by law. Under the background of ruling the country by law in an all-round way,it is of great practical significance to analyze the relationship between political government construction and government trust. On the basis of the academic research,this paper extracts the relevant indicators of the construction of the government by law,and analyzes the construction of the political government and government trust from the perspective of empirical analysis. The results show that the relevant indicators such as legal norms system,administrative law enforcement,judicial application,public judicial participation,and the level of rule of law in social governance are significant positive correlation with government trust. Therefore,in the process of improving government trust,the construction of the government by law must be taken into account.
