乡镇水资源管理体制及创新路径选择——以下司镇为例

摘　　要：随着乡村经济与社会的迅速发展,人们对水资源需求不断增加,水源污染日趋严重,如何有效的、合理地管理乡镇水资源也成为当前社会发展的重要问题.本文以凯里市下司镇为例,在实地调研的基础上,运用问卷调查、综合分析等方法,分析下司镇水资源管理体制存在的问题及原因.通过研究发现,下司镇水资源管理体制不健全,缺乏有效的监督管理机制和水价体系不合理,导致“多龙治水”的现象,使水资源管理陷入混乱局面.因此,对下司镇实施水资源区域规划管理、建立“3S”技术水资源管理系统、建立严格的水资源管理监督机制与建立民主自治管理体制的创新路径选择提出了建议,对政府实施严格的水资源管理制度具有一定的借鉴意义.With the rapid development of rural economy and society, people’s demand for water resources is increasing, water pollution is becoming more and more serious, how to effectively and rationally manage water resources in towns and villages has become an important issue in the current social development.Taking Xiashi Town of Kaili City as an example, on the basis of on-the-spot investigation, this paper analyzes the problems and reasons of water resources management system in Xiashi Town by means of questionnaire survey and comprehensive analysis. Through the research, it is found that the water resources management system in Xiashi Town is not perfect, the effective supervision and management mechanism and the water price system are unreasonable, which leads to the phenomenon of "multi-dragon control of water", which causes the water resources management to fall into a chaotic situation. Therefore,some suggestions are put forward for the implementationof the regional planning and management of water resources,the establishment of "3s" technical water resources management system,the establishment of strict supervision mechanism of water resources management and democratic and autonomous management system. It has certain reference significance for the government to implement strict water resources management system.
