摘　　要：水环境综合治理PPP项目在中国基础设施建设中的比重越来越大,其可持续发展是如今项目建设面临的主要问题。依据“绿色发展”理念,以可持续商业模式视角,利用三层商业模式画布工具对水环境综合治理PPP项目资源再生利用工程进行经济、环境和社会层面的可持续性分析,发现项目中可持续商业模式原型嵌入类型单一,项目可持续性未被充分挖掘。通过研究,在项目全生命周期内嵌入多种可持续商业模式原型或增加可持续性创新活动能够促进项目更加可持续发展,并通过分析各组件的动态关联变化,讨论了3个层面的相互影响程度。该研究在理论方面填补了PPP项目在可持续商业模式方面的研究空白;并讨论了水环境综合治理PPP项目的可持续性及可持续创新机会,为项目实践提供指导。The PPP project of integrated water environmental governance has become more and more important in China's infrastructure construction, and the sustainable development is the main challenge of the project today. According to the “green development”, using a tool of “The Trible Layered Business Model Canvas” to analyze the economic, environmental and social sustainability of the PPP project resource recycling project from the perspective of sustainable business model, this paper finds that the archetype of the sustainable business model embedded is single, and the project sustainability is not fully explored. The research shows that, embedding multiple sustainable business model archetypes into the life cycle of the project or increasing sustainability innovation activities on it can promote the project to be more sustainable. Moreover, the dynamic correlation changes of each component of the three levels is also mentioned. The research fills the gap of the sustainable business model in the PPP project in theory,and it discusses the sustainability and sustainable innovation opportunities of PPP integrated water environmental governance and provides guidance for project practice.
