边境地区养老机构公建民营模式探析——以广西崇左市试点实践为例

摘　　要：当前公建民营模式成为公办养老机构改革的热点,但存在较多影响合作生产的问题。文章以公共合作生产为视角,分析中越边境广西崇左市的公建民营模式,总结出“委托-代理”、整体租赁、竞标购买公共服务等三种公共服务合作生产方式。认为这三种方式存在制度规制不够完善、受政府和市场不良互动的影响运营不畅、资源动员整合能力有待提高等困境。应该采取加快公建民营服务生产模式制度建设、促进政府与市场的良性互动、提高民营方资源整合能力、提高民众认可度、建构风险预警机制等对策,以促进公建民营模式合作生产。At present,the mode of "public- private partnership" has become a hot issue in the reform of public elderly care institutions,but there are many problems in cooperation. From the perspective of public cooperative production, this paper analyzes the "public-private partnership" modes in Chongzuo city located on the Sino-Vietnamese border,and summarized three cooperative production modes of public service:"agency by agreement",total lease and bidding for purchase. Furthermore,the author points out that these three modes are faced with the difficulties, such as the imperfect system and regulation,the poor operation affected by the bad interaction between the government and the market,and the need to improve the ability of resource mobilization and integration. Countermeasures should be taken to accelerate the construction of the system of the public-private partnership service mode,to promote the benign interaction between government and market,to strengthen the ability of private resources integration, to improve the public recognition,and to establish a risk warning mechanism,so as to promote the cooperative production of public-private mode.
