摘 要:“一带一路”倡议强调将发展中国家的利益作为目标,将共同发展作为指向,并呈现出中国对未来国际机制发展的牵引之力与带动作用。中蒙俄经济走廊建设作为“一带一路”首个正式形成的多边经济合作机制,凸显了中国政府由近及远推进周边外交思路及议题设定和游戏规则制定的能力。同时,中蒙俄经济走廊机制的建立在很大程度上也取决于中蒙俄三国合作的既有模式,即利用和整合既有机制的价值,通过推进机制的演进及共同制定和认同的一系列原则、规约和决策程序,促进三国合作的高质量发展。“The Belt and Road” initiative emphasizes the interests of developing countries as the goal and common development as the direction, and shows China's traction and driving role in the future development of international mechanisms. As the first formal multilateral economic cooperation mechanism of “The Belt and Road”, the construction of China-Mongolia-Russia Economic Corridor highlights the Chinese government's ability to push forward the train of thought thinking, issue setting and game rules in the diplomatic relations with the surrounding countries from near to far. At the same time, the establishment of the China-Mongolia-Russia Economic Corridor mechanism also depends to a large extent on the existing mode of China-Mongolia- Russia cooperation, that is, the utilization and integration of the value of the existing mechanism, and the promotion of highquality development of the cooperation among the three countries through the evolution of the mechanism and a series of principles, regulations and decision-making procedures jointly formulated and agreed.
