摘　　要：针对招标方在政府建设项目招投标管理中的潜在风险进行探讨,通过基于经评审的最低中标法,结合博弈理论,建立一种预估最优报价的模型,以实现利益最大化的同时加强招投标管理的规范性,进一步提高实施阶段工程的质量、安全等因素的管控。另外,采用实际案例论证了该模型的实际价值之大。This paper discusses the potential risk of the bidder in the bid and tender management of government construction projects. Combined with the game theory, a model to forecast the optimized quotation is established through the lowest price tender method based on evaluation in order to realize the benefit maximization and simultaneously to strength the normalization of bid and tender management, and further to improve the management and control of the factors of engineering quality and safety in the implementation stage. In addition, the practical examples are used to demonstrate the great practical value of this model.
