由“枫桥经验”浅谈警民共建新模式

摘　　要：近年来,辽宁省公安厅不断深化优化营商环境建设,组织开展了“万名民警联万企”包扶民营企业发展等系列活动,取得了明显成效。但不容忽视的是,随着数字时代的到来,个别“标题党”“键盘侠”恶意炒作涉警事件,给公安机关造成了不可挽回的负面影响。为营造新形象、构建新关系,打造新平台,鞍山市公安局铁西公安分局创新推出“警民共建服务中心”项目,群众认可度、满意度显著提升。为深化成果,借鉴“枫桥经验”和相关成果,提出三方众筹式警民共建新模式,旨在解决警民企建设瓶颈性难题。In recent years, Liaoning Provincial Public Security Department has continuously deepened the construction of optimizing the business environment, organized and carried out a series of activities such as “People’s Police Associations with Ten Thousand Enterprises” to support the development of private enterprises, and achieved remarkable results. However, it can not be ignored that with the advent of the digital age, individual “Title Party” and “Keyboard Man” malicious hype police-related incidents have caused irreparable negative impact on public security organs. In order to create a new image, build a new relationship and create a new platform, the Tiexi Public Security Bureau of Anshan Public Security Bureau innovatively launched the project of “Police-Civilian Co-construction Service Center”, which significantly improved the public recognition and satisfaction. In order to deepen the achievements, this paper draws lessons from the “Fengqiao Experience” and related achievements, and puts forward a new model of police-civilian co-construction with tripartite crowd sourcing, aiming at solving the bottleneck problem in the construction of police-civilian enterprises.
