北京市“十二五”期间卫生总费用筹资情况及变化趋势分析

摘　　要：目的通过北京市“十二五”期间卫生总费用核算结果,了解北京市卫生总费用的筹资总量、筹资结构以及变化趋势。方法采用筹资来源法测算卫生总费用,运用可比价格对北京市“十二五”期间卫生筹资总额、结构以及评价指标进行描述分析。结果①2011-2015年北京市卫生筹资总额由977.26亿元增长至1 834.75亿元,年均增速15.24%;②社会卫生支出高速增长,占北京市卫生筹资总额的比重由46.37%增至58.31%;③北京市卫生总费用占GDP比重由6.01%升至7.97%,卫生消费弹性系数均大于1.5。结论北京市“十二五”期间,卫生筹资规模持续增长,筹资结构持续优化,筹资公平进一步提升,城乡居民就医负担有所减轻。Objective Using the results of total health expenditure source in Beijing during the period of "12th Five-Year Plan" to analyze the health financing level,structure and trends. Methods Health expenditure was estimated.Descriptive analysis was performed for the total amount of financing,structure and evaluation indicators du- ring the period. Results ①The total health expenditure based on financing sources in Beijing increased from 97.726 billion to 1 834.75 billion,with an average annual growth rate of 15.24%.②Social health expenditure was growing rapidly,the proportion of total health expenditure increased from 46.37% to 58.31%.③The proportion of Beijing's total health expenditure to GDP rose from 6.01% to 7.97%,the coefficients of elasticity were always greater than 1.5. Conclusion During the "12th Five-Year" period in Beijing,the scale of health financing continued to grow.The financing structure continued to be optimized,financing fairness was further improved,and the burden of medical treatment for urban and rural residents was eased.
