摘　　要：特朗普总统就任后利用关税措施,强势启动与日本的双边自由贸易谈判,并修订《美韩自由贸易协定》。特朗普政府调整与两国的贸易协议,其实质是要求日韩以"外围"身份向霸权国输送资源的同时,再承担延缓甚至终止与中国一体化进程的成本。尽管美国主导了与日韩贸易协议的调整进程,但都削弱了其领导地位,破坏了霸权国与其伙伴合作应对体系外崛起国的战略协调机制,为中国推进与日韩合作提供了有利条件和机遇。Since President Trump took office, he has adjusted the American trade framework in favor of bilateral trade bargain to achieve multiple purposes: reverse the declining trend of domestic manufacturing industry and obtain shortterm gains from negotiations, restrict the motivation of rising countries, and manipulate the development direction of international trade cooperation rules. By threatening to impose sanctions and investigations, the United States started bilateral free trade negotiations with Japan, and completed the revision negotiations with South Korea on free trade cooperation agreements. Trump’s government adjusts its framework of trade cooperation with the two countries, requiring both allies, as the geographic borderland countries of hegemonic system, to bear the cost for delaying or even terminating the process of integration with China and supporting the US in the global economic competition between the United States and China. Meanwhile, as peripheral states, the two countries are supposed to transfer resources to the core of the system - USA. Although the United States has been dominating the adjustment process of the trade cooperation framework with Japan and South Korea and won domestic support, the adjustment itself has weakened US global leadership status and strategic coordination capability between the hegemonic power and its partners, and provided favorable opportunities for China to promote cooperation with Japan and ROK.
