湄公河五国对接中国产业转移能力的时空分异

摘　　要：全面认知湄公河五国对接中国产业转移能力的时空分异特征对于推动澜湄合作、构建“亚洲命运共同体”具有重要意义。文章通过计算显示性竞争优势指数揭示中国和湄公河五国比较优势互补特征,认为湄公河五国具备一定对接中国产业转移的基础条件;依据“四力模型”构建湄公河五国产业转移承接能力评价指标体系,采用时序全局因子分析法对湄公河五国产业转移承接能力进行评价,并结合GIS空间分析方法揭示湄公河五国产业转移承接力的时空变化。结果表明:时间上,2009-2015年湄公河五国产业转移承接力呈波动上升趋势,2016年有所下降;空间上,湄公河五国产业转移吸引力和产业转移发展力分布较为均衡,产业转移鉴别力和产业转移支撑力分布较为不均衡。结合中国和湄公河五国不同比较优势和要素禀赋差异,从转移不同类型产业、推进基础设施建设、进行人才合作、建设产业园区等角度为深化澜湄六国合作提供建议。Comprehensively cognizing the spatial and temporal differentiation of carrying capacity of Chinese industrial transfer in Mekong Countries is an important prerequisite to promote Lancang River-Mekong River cooperation and build an Asian community of common destiny. This paper uses CA index to reveal the complementation characteristic of the comparative advantage between China and Mekong Countries, and indicates that Mekong Countries have the foundation to undertake the industrial transfer from China. This paper constructs the index system of the carrying capacity of Chinses industrial transfer in Mekong Countries based on four-force model, analyzes the carrying capacity of Chinese industrial transfer using global factor analysis method, and reveals its spatial and temporal differentiation variation applying GIS spatial analysis. The results show that: From the view of time dimension, the carrying capacity of Chinses industrial transfer in Mekong Countries appears rising trend with fluctuations from 2009 to 2015 and declines in 2016;From the view of spatial dimension, spatial distribution of industrial attraction capacity and industrial development capacity in Mekong Countries is in equilibrium, while the industrial supporting ability and industrial discrimination is not. Based on the difference of the competitive advantage and factor endowment between China and Mekong Countries, this paper gives some suggestions to improve the carrying capacity of industrial transfer of Mekong Countries under the Lancang River- Mekong River cooperation, including transferring different industries, promoting the construction of infrastructure, cultivating talents and constructing industrial zones.
