摘 要:区域经济的发展离不开生产效率的提高,发挥市场在区域要素配置中的决定性作用和优化产业结构是提升生产效率的关键。区域要素在不同边际产出的部门间流动能够促进整体生产率的提升,由此带来的"结构红利"可以维持经济的持续增长。基于对劳动生产率和全要素生产率的分解,实证检验了甘肃省经济增长中的要素再配置效应。计算结果发现:(1)大多数年份的要素再配置作用并不明显,劳动要素的流动性不强是其主要原因,第一产业需要转移的劳动较多;(2)第二产业存在资本挤出劳动的现象,同时受制于资本边际产出递减规律的影响,工业增长明显放缓。因此,完善劳动要素的流动机制,加强其技能培训,引导资本要素的投资方向将成为今后甘肃省经济发展的重要途径。The aggregate productivity growth has a strong connection with regional economic development. It's important to make market play a crucial role in regional resource reallocation so as to improve industry structure. If labor and capital increase more in sectors with average marginal productivity, the aggregate productivity will be increased. This so called “structure bonus” boosts overall economic growth. Based on decomposition of labor productivity growth and total factor productivity (TFP) growth, this paper did an empirical research on reallocation effect in Gansu province. The results indicate that reallocation effect is not very obvious in most years and labor mobility is low. The primary industry has more labor to be transferred. The traditional heavy industry sector has the phenomenon of capital repeling the labor, and at the same time, the second industry is influenced by the law of diminishing marginal output of capital. Therefore, improving labor force shift mechanism, strengthening labor force skill training and guiding the investment direction of capital factors will be the effective ways for economic development in Gansu province in the future.
