摘　　要：山区市要因势因地建设特色小镇.因势就是乘着政策的东风去做这件事.国家在推,广东省也在推,而且正在推进农村土地确权、全域旅游、社会主义新农村建设等,这些都是“势”,而且要有机结合、整合起来.因地就是因地制宜,根据当地的实际情况,有针对性建设和发展产业,而不是千篇一律.因地不单是前期的规划建设方面,还有后期的运营管理等方方面面,这样才能体现出“特色”.因势因地建设特色小镇转化到实践上则要抢抓政策机遇,依托现有山水人文、产业等资源,以人为根本,以农业为基础,以产业为主导,打造新产业、新业态、新模式,走一条政府满意、企业满意、群众满意协同发展的道路.This article holds that the mountainous city should build a characteristic town by reason. The reason is to take the east wind of policy to do this. The state is pushing, also Guangdong, and it is pushing forward the right of rural land, the whole region tourism and the construction of the new socialist countryside. These are all "potential", and they should be integrated and integrated organically. Because of the local conditions, we should build and develop industries according to local actual conditions instead of stereotyped. Locality is not only the early planning and construction, but also the operation and management of the late aspects, so as to reflect the "characteristics". It is necessary to seize the policy opportunities, rely on the existing landscape humanities, industry and other resources to build a new industry, new industry, new model and a new way of government satisfaction, full intention and satisfaction of the masses.
