PPP模式下社区卫生服务供给效率与合作机制的构建研究

摘　　要：激励机制和责任意识的缺失导致政府部门在社区卫生服务供给中产生失效问题,而新型社区卫生服务的PPP(Public-Private-Partnership)模式是改进社区卫生服务体系运行效率的一种可行方法。本文利用SWOT分析和经济学理论,分析了PPP模式在社区卫生服务领域的可行性、供给效率及合作困境。认为将PPP模式融入社区卫生服务领域是可行且必要的,这既可以提高社区卫生服务的供给效率,又能节约卫生资源,减轻政府部门的财政压力。但在推行PPP模式的过程中,也存在着一些需要进一步探讨的合作机制问题。建议从政府部门与社会资本合作的管理机制、收益共享机制、风险机制3个维度构建有效的合作机制,以推动PPP模式在社区卫生服务中的发展和落实。The lack of incentive mechanism and sense of responsibility leads to insufficient efficiency of government departments in the supply of community health services.Public-Private Partnership(PPP) model,a novel favorable approach for community health services delivery,is feasible for improving the efficiency of community health system.Using SWOT analysis and economic theories,we analyzed the feasibility,efficiency and cooperation challenges of utilizing PPP model in community health sector,and concluded that the application is feasible and necessary,which can improve the supply efficiency,save health resources,and reduce the financial pressures faced by government agencies.Moreover,as for the cooperation mechanism during delivering community health services utilizing the PPP model,we put forward that it could be developed from dimensions of government investment combined with social capital,revenue sharing and risk control,by which the application and development of the PPP model in delivering community health services can be promoted.
