乡村振兴战略背景下返乡农民工再就业权益保障问题研究

摘　　要：返乡农民工是社会转型发展的时代产物,也是践行乡村振兴战略的重要力量。就业问题又是涉及返乡农民工生活的现实问题,为此,重视返乡农民工再就业的权益保障问题至关重要。研究发现,目前返乡农民工再就业权益保障方面存在职业培训形式化、社会保障不到位、维权体系有障碍、就业监管漏洞多等问题。建议强化返乡农民工再就业方面的针对性培训,完善相关社会保障体系,畅通返乡农民工的维权渠道,加强再就业的劳动监察,为返乡农民工再就业提供有效全面的权益保障网。Returning migrant workers are not only the product of social transformation and development,but also an important force to practice the strategy of rural revitalization.The employment is also a practical problem related to the life of returning migrant workers.therefore,it is very important to pay attention to the protection of the rights and interests of returning migrant workers in re-employment.It is found that there are some problems in the protection of the re-employment rights and interests of returning migrant workers,such as the formalization of vocational training,the lack of social security,the obstacles in the rights protection system,the loopholes in employment supervision,and so on.It is suggested that the targeted training in re-employment of returning migrant workers should be strengthened,the relevant social security system should be improved,the channels for safeguarding the rights of returning migrant workers should be unblocked,and the labor supervision of re-employment should be strengthened,providing an effective and comprehensive rights and interests protection network for the re-employment of returning migrant workers.
