构建和谐警民关系的思考

摘　　要：警民关系和谐与否成为维护社会稳定的关键。从整体上看,国内的警民关系处于基本和谐状态,但不和谐现象在一定范围内依然存在,表现在警察的公众形象受损、袭警现象时有发生和群众对警察恶意投诉增多等方面。日本交番制度的建立,成为其警民关系的润滑剂。本文通过对日本警民关系的研究,提出了建立警岗制度、完善巡逻模式、扩大服务性工作范围以及建立定期走访制度等方面的建议,从而建立新型警民关系。Stepping into a new era,the harmony of police and people has become the key to maintain social stability.On the whole,the relationship between the police and the people in China is basically in a harmonious state,but the disharmony still exists within a certain range,which is manifested in the damage of the public image of the police,the occurrence of assaulting police and the increase in malicious complaints from the masses against the police.The establishment of KOBAN has become a lubricant for its police - civilian relationship.Based on the study of Japanese police - civilian relations,this paper puts forward suggestions on the establishment of the police post system,the improvement of patrol mode,the expansion of the scope of service and the establishment of regular visit system,so as to establish the relationship between the police and the people in the new era.
