公共经济学视角下警察服务职能定位探究

摘　　要：随着经济和社会的发展,我国公安机关也面临着西方警务革命过程中出现的公共服务职能泛化问题,警力资源因被滥用出现公地悲剧现象,为解决这个问题,从公共经济学视角出发,用公共产品理论进行分析解释,并从私人部门和公共部门两大层面,给出了运用道德舆论压力、调动市场和非营利组织力量、法律保障、公共管制等建议。With the development of economy and society, the public security organs of our country are also facing the problem of generalization of public service functions in the process of Western Police revolution. The tragic phenomenon of public places arises because of the abuse of police resources. In order to solve this problem, from the perspective of public economics,this paper uses the theory of public goods to analyze and explain it, and gives the application ways from the two levels of private sector and public sector, and put forward suggestions such as pressure of public opinion, mobilization of market and non-profit organizations, legal protection, public regulation, etc.
