摘 要:在STIRPAT模型的基础上,采用系统广义矩估计法实证检验了我国2005~2016年275个城市的政府和环境非政府组织的污染减排效应,为环境非政府组织参与环境治理提供了量化依据。研究结果表明环境非政府组织作为民间机构参与环境治理的有效方式,对污染减排具有显著的促进作用;政府和环境非政府组织的合作对于环境质量的改善程度要好于政府单一的环境规制效果。因此,要加快构建政府主导、环境非政府组织参与的多方协调共治的环境治理体系,充分发挥环境非政府组织在环保宣传教育、环境信息公开、监督政府与企业行为方面的作用。On the basis of STIRPAT model, the pollution reduction effects of government and environmental non-governmental organizations(ENGO) in 275 cities of China from 2005 to 2016 are empirically tested by using generalized moment estimation. The result provides quantitative basis for ENGO to participate in environmental governance. It shows that ENGO, as an effective way for social public to participate in environmental governance, plays a significant role in promoting pollution reduction, and the cooperation between government and ENGO has a better effect on improving environmental quality than the government’s single environmental regulation. Therefore, it is necessary to speed up the construction of a multi-party coordinated environmental governance system led by the government and participated by ENGO, and give full play to the role of ENGO in environmental protection publicity and education, environmental information disclosure, and supervision of government and enterprise behavior.
