摘 要:为科学地衡量煤矿企业安全生产管理水平,结合煤矿企业特点,从员工安全水平、机械设备、作业环境管理、组织管理以及信息化水平5个层次构建煤矿安全生产管理水平评价指标体系。为解决指标单一赋权的不足,基于博弈论思想对层次分析法主观权重与熵值法客观权重进行优化;引入VIKOR法建立煤矿企业安全生产管理水平评估模型,权衡了群体效用和个体遗憾之间的关系,并通过实例对SH集团下5家煤矿进行评价,结果表明,该综合评价模型可得出煤矿安全生产管理水平排名,结果与煤矿实际相符。To scientifically measure the safety production management level of coal mine enterprises, combining the characteristics of coal mine enterprises, the evaluation index system of coal mine safety production management level is constructed from 5 levels of staff safety level, mechanical equipment, operation environment management, organization management and information level. To solve the shortage of single empowerment of the index, the subjective weight of AHP and the objective weight of entropy method are optimized based on game theory, and VIKOR method is used to establish the evaluation model of safety production management level in coal mine enterprises, and the relationship between group utility and individual regret is weighed, and the 5 coal mines under SH group are evaluated by real example. The result shows that the comprehensive evaluation model can get the rank of coal mine safety production management level, and the result is consistent with the actual situation of coal mine.
