试析中国在基础设施投资领域提供公共物品的角色——以亚投行(AIIB)为例

摘　　要：近年来,国际社会在基础设施投资领域对于公共物品需求更显迫切,中国作为全球范围内基础设施投资领域的领先者,担当起推动这一领域公共物品——亚投行的创建和发展的重要使命。中国推动创立了亚投行,并为其运作奠定了侧重服务于发展中国家的基础设施建设的基调。同时,中国为亚投行提供了重要的资金与信用支持、基础人才资源的支持,并对亚投行开放高效运营机制的建立起到了重要助推作用。在中国的主导之下,亚投行注重对发展中国家基建及能源项目的支持,注重大规模的基础设施建设与环境保护,同时也注重国际合作,并以推动项目实施地区经济的可持续发展为目标。从亚投行的运营和发展来看,其成员的普遍性在不断增强,业务活动范围不断拓展,并在不断的磨合之中提升与现有的国际金融体制的契合性。中国既是亚投行创立的倡导者,也是其运行和发展的积极参与者和探索者。可以预见,在中国的主导之下,亚投行将会更好地承担向全球提供公共物品职能。In recent years,the international society has become more urgent in demand for public goods in the field of infrastructure investment.As a leader in infrastructure investment around the world,China has played an important role in promoting the establishment and development of AIIB.China pushed for the founding of the AIIB and set the aims of focusing on infrastructure construction for developing countries.At the same time,China provided important financial and credit support and basic employee resources support for AIIB and championed the establishment of the AIS’s open and efficient operation mechanism.Under the leadership of China,the AIIB focuses on supporting infrastructure and energy projects in developing countries,focusing on large-scale infrastructure construction and environmental protection,as well as international cooperation,and making promoting regional economic sustainability as a goal.From the perspective of the operation and development of the AIIB,the universality of its members is constantly increasing,the scope of business activities is continuously expanding,and the integration with the existing international financial system is enhanced in the continuous integration.China is both an advocate of the creation of the AIIB and an active participant and explorer of its operations and development.It is foreseeable that under the leadership of China,the AIIB will better perform the functions of international public goods.
