摘　　要：[目的/意义]大数据背景下,数据的开放与共享已成为必然趋势,安全有序的开放图书馆数据,可以极大提升图书馆数据的创新应用价值。[方法/过程]运用文献调研方法,在讨论图书馆数据开放内涵的基础上,探讨了图书馆数据开放的战略价值、实施路径和隐私保护策略。[结果/结论]从战略视角来看,图书馆数据开放可以进一步推动图书馆的开放、提升图书馆数据资产的价值、提升图书馆治理能力、推动构建智慧图书馆新生态及促进图书馆行业发展。从实践层面来看,图书馆数据开放要顺应时代发展,基于现实需要制定行之有效的图书馆数据开放政策支持体系,构建图书馆数据开放联合平台,建设科学的图书馆数据开放运行体系,以促进图书馆数据开放的有序推进。同时,我们也要高度关注图书馆数据开放中的安全和隐私保护问题,从制度、技术及思想层面进行控制和防范。[Purpose/Significance] In the context of big data,the openness and sharing of data has become an inevitable trend. The opening of library data can greatly enhance the innovative application value of library data.[Method/Process] Using literature research methods,on the basis of discussing the connotation of library data opening,the paper discusses the strategic value,implementation path and privacy protection strategy of library data opening.[Result/Conclusion] From a strategic point of view,the opening of library data can promote the opening of libraries,enhance the value of library data assets,improve library governance capabilities,promote the construction of a new ecosystem of intelligent libraries,and advance the development of the library industry. From a practical point of view,library data opening should conform to the development of the times,formulate a policy support system for library data opening based on actual needs,construct a joint platform for library data opening,and form a scientific operation mechanism for library data opening to promote the orderly advancement of library data opening. At the same time,in the opening of library data,we must pay close attention to security and privacy protection issues,and control and prevent them from the institutional,technical and ideological levels.
