摘　　要：新疆精河县草场植被类型复杂多样,全县冬夏冷热悬殊、干燥少雨,草原生态极其脆弱。近年来,由于人为和自然的因素,草原退化较严重,自2011年起,国家和自治区不断地加大对草原生态保护的补奖力度。本文从草原禁牧、草畜平衡政策实施及生态补偿资金发放情况等方面着手,通过项目实施前后在草场生产力、牲畜存栏数、生态和社会效益及牧民收入等方面的数据对比,对新疆精河县草原生态保护奖补政策实施情况及实施效果进行评估,对项目运行过程中存在的问题进行分析,并提出了相应对策。The grassland ecology is extremely fragile in Jinghe county where is characterized by various and complex grassland vegetations,great?uneven climate in winter and summer with little rain.In recent years,grassland degradation has become more serious due to human and natural factors.Since 2011,subsidy for grassland ecological protection have been continuously increased by the state and autonomous regions.In this paper,based on relevant policies including grassland grazing prohibition,balance of grassland and compensation funds for livestock and ecology,,grassland productivity,livestock stocks,ecological and social benefits and herders’income were compared,and the effects of grassland ecological protection subsidy policy and its effectivity were evaluated,then the problems that may occur during the process of the program were analyzed to propose corresponding countermeasures.
