摘　　要：以生态价值观念为准则的生态文化体系是新时代中国特色社会主义生态文明体系的文化基础,生态资源的价值认知与生态资源资产核算是生态价值观念理论与生态文明实践结合的重要契合点。雄安新区作为新时代中国特色社会主义生态文明建设的典范,其生态资源的价值认知与生态资源资产核算能够为中国生态文化体系建设起到导向性作用。在"生态优先、绿色发展"指导思想的引领下,通过系统梳理生态资源价值的理念变迁和核算方法体系,针对雄安新区建设规划的总体要求,以主体功能区战略和生产、生活、生态空间("三生空间")协调为前提,依托地学大数据方法的支持,综合统筹生态资源价值与生态资源安全,构建面向主体功能、"三生空间"和生态保护红线的生态资源资产综合核算体系。这既是拓展从生态整体性视角思考生态价值观念与实践的科学尝试,也是雄安新区整体性治理成效评估的创新起点。Ecological culture system,based on the criterion of ecological value concepts,is the cultural basis of ecological civilization system in the new developing era of socialism with Chinese characteristics.Value perception and accounting system of ecological resources consequently are the crucial integration points between the theory of ecological values and the practice of ecology civilization construction.Xiong’an New Area is the mode of ecology civilization construction in China.The value perception and the accounting system in Xiong’an New Area can act a guiding role in ecological culture construction.Based on the guiding ideology of"ecology first and green development",this study establishes a comprehensive accounting system of ecological resources assets by reviewing the evolvement of ecological value concepts and accounting systems of natural ecology and resources,based on the main function regional strategy and coordination of the production space,living space and ecological space(three spaces)oriented to the major function,"three spaces"and the ecological protection red line with the support of geoscience big data.This is not only a scientific attempt to think about the ecological value concepts and practice from the ecosystem perspective,but also the starting point for innovatively evaluating the performance of holistic governance of Xiong’an New Area.
