摘　　要：本文从设计原则、初始化工作、借阅规则、创新服务、物流等方面考查由西安图书馆推动的国家公共文化服务体系示范项目--西安市公共图书馆集群信息化管理平台流通制度的建设情况,分析在流通制度保障下该项目所取得的初期效益,指出在流通制度落实过程中存在的不足,并提出改善建议。This paper examines the circulation system construction of Xi’an Public Library Cluster Information Management Platform,the national public cultural service system demonstration project promoted by Xi’an Public Library from the aspects of design principles,initialization work,circulation rules,innovative service,logistics,etc.,and analyzes the initial benefits of the project under the circulation system guarantee,pointing out the deficiency in the implementation of circulation system and putting forward suggestions for improvement.
