摘　　要：针对简政放权趋势下军工建设项目安全评价要求,明确了军工建设项目安全评价的依据和要求,指出了安全评价在军工行业发挥的作用,从监管角度分析了军工行业安全评价的特殊性和特殊要求;在安全评价实践中,指出依据法规、执行标准规范、评价方法有其特殊性,明确指出需要进行安全评价的范围,并针对评价机构资质特殊要求和安全评价报告备查监督管理的特殊要求,提出相应的安全评价问题的解决办法。Aiming at the security evaluation requirements of military construction projects under the trend of streamlining administration and delegating power, this paper clarified the basis and requirements of security evaluation of military construction projects, pointed out the role of security evaluation in the military industry, and analyzed the particularity and special requirements of security evaluation in the military industry from the perspective of supervision. In the practice of safety evaluation, it is pointed out that according to laws and regulations, implementation standards and norms, and evaluation methods have their particularities, the scope of safety evaluation needs to be clearly pointed out, and in view of the special requirements of evaluation institutions' qualifications and the special requirements of safety evaluation report preparation, supervision and management, the corresponding solutions to new problems of safety evaluation were proposed.
