摘 要:利用黑龙江国有林区8个林业局268名专职管护员的调查数据,基于专职管护员视角,对专职管护员个人特征、家庭特征、认知因素、宣传因素以及激励机制等影响因素,构建二元Logistic模型,实证分析黑龙江国有林区专职管护员对生态公益林经营意愿的影响因素。研究表明,有67.2%的专职管护员愿意继续对生态公益林进行经营。其中,专职管护员是否为户主、是否为村干部、林业年平均收入、森林资源的保护程度、对公益林补偿政策的了解程度、环境保护宣传栏及标语、邀请专家对公益林生态政策讲解、年终考核单位和部门否决标准以及生态补偿的有效实施是影响专职管护员经营意愿的主要因素。为了推进生态公益林更好地发展,应积极对森林资源保护宣传和教育,科学合理地制定生态公益林补偿标准以及建立适合专职管护员岗位的激励制度,从而实现森林的可持续发展。Based on the survey data of 268 full-time forest rangers in 8 forestry bureaus of Heilongjiang stateowned forest regions, this paper empirically analyzed the influencing factors of the full-time forest rangers’ willingness on operating intention of ecological public welfare forest by building a binary Logistic model based on the perspective of full-time forest rangers. The result showed that: 67.2% of full-time forest rangers are willing to continue to operate the ecological public welfare forest, among them, whether the full-time forest rangers are the head of the household, whether as village cadres, forestry annual average family income, the degree of local forest resources protection, the understanding of the public welfare forest ecological compensation policy, having environmental protection publicity column and slogans, inviting expert to explain the public welfare forest ecological compensation policy, being included in the annual assessment units and departments to veto standards and effective implementation of ecological compensation are the main factors influencing forest rangers’ operation intention. In order to promote the better development of ecological public welfare forests, it is necessary to actively publicize the protection of forest resources and education, at the same time, scientifically and rationally formulate the compensation standard for ecological public welfare forests and establish an incentive system suitable for full-time forest rangers, so as to achieve the sustainable development of forests.
