摘　　要：文章通过分析国内首个国家储备林PPP项目运作模式,梳理总结福建省南平市国家储备林PPP模式的主要特色、运作经验和推广价值,发现清晰合理的回报机制、专业化的社会资本方、切实可行的融资安排与充足的地方财政能力是国家储备林PPP项目顺利实施的关键因素。同时针对国家储备林PPP项目实施中存在的问题,提出完善收益回报机制、健全市场准入机制、创新融资工具和建立风险管理体系等对策建议。The PPP model through the introduction of social capital and financial capital can effectively alleviate the financing difficulties of the state reserve forest project. Based on the financing model of China’s first national reserve forest PPP project, this paper analyzed the operating mode of Nanping National Reserve Forest PPP Project in Fujian Province, and summarized its main features and operation experience promotion value. The study found that:clear and reasonable return mechanisms, specialized social capital, practical financing arrangements and adequate local government financial sustainability are the key factors for the smooth implementation of the national reserve forest PPP project. At the same time, in response to the problems the problems existing in the financing of PPP projects in Nanping Reserve Forest, some suggestions were made to improve the revenue return mechanism and the market access mechanism, innovate financing channel tools and set up risk management mechanism.
