陕甘宁边区政府发行建设救国公债的过程及影响研究  

A Study on the Process and Impact of the Government Issuing Constructional Nation-Saving Bonds in the Shaanxi-Gansu-Ningxia Border Region

摘　　要：由于国民党经济封锁、日寇频繁轰炸、自然灾害频发等原因,1941年,陕甘宁边区政府面临比较严重的经济困难。为了应对经济困难、化解财政危机,陕甘宁边区政府经过慎重考虑、统筹安排,计划发行600万元(法币)建设救国公债。公债发行历经组织筹备、宣传推销、发行推广、资金回收及兑付偿还等过程,最终超额完成既定任务。公债的发行使边区政府财政走出困境,为边区建设筹措了比较充裕的资金,又锻炼了党的经济干部,激发了边区群众的抗战热情,也为建国后乃至今天中共开展相关经济工作提供了较好思路,积累了宝贵经验。Due to the economic blockade of the Kuomintang,frequent bombing by Japanese aggressors and frequent natural disasters,the Shaanxi-Gansu-Ningxia Border Region Government faced serious economic difficulties in 1941.In order to cope with the economic difficulties and resolve the financial crisis,the Shaanxi-Gansu-Ningxia Border Region Government,after careful consideration and overall arrangement,planned to issue 6 million Yuan(French currency)for the Construction of Nation-Saving Bonds.The issuance of bonds has gone through the process of organizational preparation,publicity and promotion,issuance and promotion,fund recovery and repayment,and ultimately over-fulfilled the established missions.The issuance of bonds has helped the government finance get out of the difficulties and raised relatively abundant funds for the construction of the border region.It has trained the Party’s economic cadres and stimulated the mass people’s enthusiasm for the war of resistance against aggression in the border region.It has also provided a better thinking model and valuable experience for the Party to carry out relevant economic work after the founding of the People’s Republic of China till today.
