健康中国战略下镇村体育志愿者评价、激励机制研究——以江阴为例

摘　　要：“健康中国”在镇村的实施必然离不开体育志愿者的工作.采用实地考查、访谈、问卷调查、文献分析等方法,对江阴市的体育志愿者活动的基本情况,对志愿者评价、激励机制的现状进行调研.研究表明镇村的体育志愿者基本活动内容围绕着体育赛事、群众健身、体质测试等活动展开,目前还没有建立对体育志愿者的评价机制,有对体育志愿者的内部、外部激励措施,但还没形成完善的激励机制.提出了健康中国战略下推进镇村志愿者评价、激励机制发展的建议——加强体育志愿者的组织建设提升内部激励水平,重视评价环节逐步建立科学的评价机制,启用专职机构、针对不同人群细化激励措施,强化镇级政府的引领作用克服行政化倾向.The implementation of “healthy China” in the town and village is bound to depend on the work of sports volunteers. By means of on - the - spot investigation, interview, questionnaire survey and literature analysis, this paper investigates the basic situation of sports volunteer activities in Jiangyin City, and the present situation of volunteer evaluation and incentive mechanism. The study shows that the basic activities of sports volunteers in towns and villages are around sports events, mass fitness, physical fitness testing and other activities. At present, there is no evaluation mechanism for sports volunteers. Although there are internal and external incentive measures for sports volunteers, there is no perfect incentive mechanism. Suggestions for promoting the development of evaluation and incentive mechanism of volunteers in towns and villages under the strategy of healthy China are put forward, such as strengthening the organizational construction of sports volunteers, improving the internal incentive level, paying attention to the evaluation link and gradually establishing a scientific evaluation mechanism, employing full - time institutions, refining incentive measures for different groups, and strengthening the leading role of township governments to overcome the tendency of administration.
