县域经济高质量发展评价研究——基于河北省118个县的实证分析

摘　　要：从五大发展理念出发,科学界定县域经济高质量发展的内涵,构建评价指标体系,运用熵权法和国际竞争力法评价县域经济高质量发展,并以河北省118 个县(市)的数据为样本,对其高质量发展水平进行测度,把118 个县的各指标进行排名,并按照综合指标排名,将其划分为三个层次。最后分类施策,从科技创新、结构优化、绿色环保、开放互通、公共服务五个方面,提出对三个不同层次的县域经济发展的政策建议。Starting from the concept of five development,authors scientically defines the connotation of county economy development in high quality,and build the evaluation index system,evaluate county economy development with high quality by applying the method of entropy weight method and the international competitiveness,and with the data of 118 counties(cities)in hebei province as the sample,to measure the development level of high quality,and rank each index of the 118 counties,and according to the comprehensive index ranking,divided them into three levels.In the end,it puts forward policy suggestions for the development of county economy at three different levels from five aspects of scientific and technological innovation,structural optimization,environmental protection,openness and communication,and public service.
