摘　　要：通过对双柳煤矿安全质量管理体系的分析,提出一种具有四级指标的安全质量风险预控管理系统及系统的评价指标、评分方法、评价等级,并提出系统运行过程中操作人员、管理人员、监察人员的执行力保障体系,以规范人员行为及提高执行效率。实践证明,该安全质量风险预控管理系统能有效地提高煤矿安全质量,提升员工积极性,进一步说明系统的合理性。Based on the analysis of safety quality management system of Shuangliu Coal Mine, this paper proposed the safety quality risk pre-control management system with four-level indicators and the evaluation indicator, scoring method and evaluation level of the system, and put forward the implementation force guarantee system for operators, management personnel and supervi-sors during the operation of the system to standardize personnel behavior and improve the execution efficiency. Practice has proved that the safety quality risk pre-control management system can effectively improve the safety quality of coal mines and the enthusiasm of employees, which fully explains the rationality of the system.
