论经济下行时期我国养老保险制度改革

摘　　要：养老保险制度涉及社会、政治和经济层面,其变革可谓一个复杂的社会工程,时常需要契机。正如曾经的美国经济大萧条催生了美国的社会保障制度一样,在当前全球经济下行压力背景下,我国政府需要对现行的养老保险费制度进行调整。在全球经济状态不发生重大改变的情况下,在降低费率的基础上,政府还需要对养老保险制度进一步改革。政府应强化宏观调控,改变制度模式,激发个人能动性,实现社会养老保障制度与市场经济发展之间的有效平衡,从而保证我国实业经济快速发展,实现贫富差距有所缩小,促进百姓安居乐业,颐养天年。The old-age insurance system involves social,political and economic aspects.Its reform is a complex social project,which often needs opportunities.Just as the Great Depression of the United States gave birth to the social security system of the United States,under the background of the downward pressure of the global economy,our government needs to adjust the old-age insurance system.Without major changes in the global economy,the government still need to further reform the old-age insurance system on the basis of lower rates.The government should strengthen macro-control,change the system model and stimulate individual initiative to achieve an effective balance between the social old-age security system and the development of market economy,so as to ensure the rapid development of China s industrial economy,narrow the gap between the rich and the poor,and promote people to live and work in peace and contentment.
