日本培育新农民的经验及其对中国打造乡村产业振兴人才队伍的启示

摘　　要：为解决农民老龄化和农业后继者不足等问题,日本政府于2006年提出了“青年务农计划”。通过回顾日本培育新农民的背景和意义,总结了日本政府为吸引非农工作者参与农业生产经营所采取的引导、前期准备、进修、组织及政策的五大支援措施,分析了当前日本培育新农民的最新动向。最后根据日本的经验和做法得出对我国培育农业人才的启示,并结合我国的实际情况从确立资金支持方案、设置“产学官民”联合的务农咨询部门、强化农民教育培训、建立风险保障机制等方面提出了我国打造乡村产业振兴人才队伍的对策建议。In 2006,the Japanese government proposed the“New Farmers Program”in order to solve the problems of aging of farmers and the shortage of agricultural successors.This paper first reviews the background and significance of nurturing new farmers in Japan.Then,it summarizes the five measures of the Japanese government to guide non-agricultural workers to participate in agricultural production and management through comprehensive guidance support,preparatory support,training support,organizational support and policy support,as well as analyzes the trend of nurturing new farmers in Japan.Finally,this paper discusses its implication to China based on Japan’s experience and provides the following suggestions:to actively establish a financial support plan,to set up a farmer advisory department with cooperation among industry,schools,government and non-governmental organization,to strengthen farmers’education and training,to establish countermeasures for risk protection mechanisms.
