日本乡村6次产业化对上海郊野公园发展的启示——以日本广岛县世罗町农村公园为例

摘　　要：目前上海市首批试点实施的郊野公园已经陆续建成开放,如何以郊野公园为平台促进乡村振兴、城乡融合、适应城乡居民户外游憩需求,是亟待思考和解决的重要课题。通过分析上海市郊野公园的发展现状,对郊野公园与6次产业化之间的内在联系进行了阐释,在此基础上以日本广岛县世罗町农村公园为例,考察日本如何在农村振兴的目标下,以构建6次产业网络为核心进行农村公园建设,得到以下经验。首先,日本农村公园的规划路线是以农业和农村发展为本的。因此,上海市在下一步进行郊野公园的规划路线设计时,切忌以城市的形式取代农村,而是要坚持从乡村振兴的角度出发,注重农业与第二、第三产业的融合。其次,日本农村公园结合当地的历史文化渊源,通过游客与当地农民产生的良好互动,达到6次产业化运动所提倡的复合效果。上海在郊野公园的发展过程中也应充分发挥郊野地区的历史文化特色,探索产业融合与创新,并鼓励城乡居民共同参与。最后,作为郊野公园规划建设的有力保障,中央与地方政府需通力合作,制定完善的、科学的政策体系和激励性机制。At present,the first batch of country parks implemented in Shanghai has been built and opened.How to give full play to the characteristics of the country and improve the revisit rate of tourists is an important issue to be thought and solved.This paper analyzed the current situation of the country parks in Shanghai,and explained the internal relationship between the country parks and the 6th industrialization.Taking the Sera country park of Hiroshima County in Japan as an example,this paper then analyzed the development of country parks in Japan which were built based of 6th industrial network under the goal of rural revitalization,and got the following experiences.First of all,the planning target of Japan was based on agriculture and rural development.So Shanghai should avoid replacing rural areas in the form of cities and pay attention to the integration of agriculture and the second and third industries.Secondly,combining with the local historical and culture,country parks in Japan have achieved good effect advocated by 6th industrialization movements through interaction between tourists and local farmers.So the historical and cultural characteristics of the rural areas should be taken seriously,the industrial recombination and innovation should be explores,and the participation of all urban and rural residents in the development process of the country parks should also be highly encouraged in Shanghai.Last but not least,the central government and the local government should work together to establish a perfect scientific policy system and incentive mechanism as a guarantee.
