公立医院内部权力结构及运行机制研究

摘　　要：各地在公立医院内部治理结构改革试点过程中尽管取得了不少值得肯定的经验,但在医院整体组织结构和权力结构及其运行机制方面缺乏创新,如何重组公立医院内部的权力结构,并在此基础上构建其运行机制需要从理论上加以厘清。文章对公立医院内部的权力生成机理进行阐述,分析其内部行政权力和学术权力之间的关系及其存在的问题,最后提出:一是重组医院的组织结构,以保障学术权力的相对独立性和自主性;二是适应知识经济发展的要求,实行分权化管理。Although there are a lot of experience in internal governance structure reform in public hospitals in various regions,there lacks innovation in overall organization and power structure and operation mechanism. How to reconstruct the power structure of public hospitals and the operation mechanism based on this needs theoretical clarifying. The thesis illustrates the production mechanism of powers in public hospitals. It also analyzes the relationship and existing problems of the administrative and the academic power. At last,two main arguments are pointed out,including reconstructing the hospitals’organizational structures in order to ensure the independence and autonomy of the academic power;and conducting decentralization management to conform with the development of the knowledge-based economy.
