摘　　要：为了准确的反映乡镇卫生院卫生服务能力的水平,以企业能力理论为基础,通过文献研究,建立起基层卫生机构核心能力框架。通过德尔菲法确立了以现有资源能力、资源获取能力、资源配置能力和资源运用能力4个维度为基本结构的核心指标体系,最终构建出由“财政补助数”“医护比”“病床使用率”“门急诊人次数”等21个指标构成的基层卫生服务能力核心评价指标体系。For accurately reflecting the level of health service capacity of township health center.It takes enterprise ability theory as the basis.Build core competence frame of grass root medical institution through literature research.Establish core index system based on basic structure of four-dimension such as available resources,resources access,resources allocation and resources utilization capacity by Delphi method.At last,build Key indicators evaluation on health service capacity of grass root medical institution which composed by 21 indicators like“number of financial aid”,“ration of doctor and nurse”,“rate of utilization of hospital beds”.
