摘　　要：[目的]核算2016年湖南省卫生总费用,分析“十三五”开局之年湖南省卫生费用的变化情况,为湖南省制定和调整相关政策提供参考依据。[方法]采用来源法和机构法对湖南省2016年的卫生费用进行核算。[结果]2016年湖南省卫生总费用为1924.47亿元,占GDP比重为6.1%;政府卫生支出、社会卫生支出、个人现金卫生支出比重分别为29.11%、38.63%、32.26%;卫生消费弹性系数为2.10。[结论]湖南省存在卫生消费弹性系数偏高、医疗服务业发展过度、筹资公平性亟待改进的问题,需抑制卫生费用不合理增长、精准政府卫生投入、精准控费,保证湖南省卫生费用健康增长。Objective To calculate total health expenditure in 2016 in Hunan Province and analyze the changes of health expenditure in the beginning of“13th Five-Year Plan”,so as to provide reference for formulating and adjusting relevant policies in Hunan Province.Methods The method of source and institution were used to calculated for health expenditure in 2016 in Hunan Province.Results In 2016,the total health expenditure in Hunan was 192.447 billion yuan,accounted for 6.1%of GDP.The proportion of government health expenditure,social health expenditure and personal cash health expenditure was 29.11%,38.63%and 32.26%respectively.Elastic coefficient of health expenditure was 2.10.Conclusions There are some problems in Hunan province,such as high elasticity coefficient of health consumption,excessive development of medical service industry and equity of financing need to be improved urgently.It needs to control unreasonable increase of health expenditure,accurate government s health investment,accurate on controlling expenditure,so as to ensure health expenditure healthy increase in Hunan Province.
