新时代高校二级纪委建设刍议——以某高校二级纪委工作试点为例

摘　　要：十八大后,高校陆续试点二级纪委,开展基层纪检检查工作。全面从严治党和高等教育发展模式的转向是二级纪委试点的两大背景。以某高校试点所得的经验分析,二级纪委至少存在三个问题:制度有待完善;方法有待拓展;队伍建设有待加强。要继续推进试点,必须要认识到两个客观事实:一方面,贪腐违纪不会自动消亡,要在试点中认识到贪腐的本质,全面推进依法治国,不断推进制度建设,用制度管控贪腐,认清矛盾性质,扩展纪委执纪模式;另一方面,廉政思想不会自动产生于人的头脑中,要在试点中把廉政价值理念融入到纪委工作的核心理念中,形成廉政生态和廉政环境。After the 18 th National Congress, the secondary discipline inspection committee in colleges and universities began successively to carry out its basic-level discipline inspection and inspection work. Both the strict governance of the CPC and the turn of the higher education development model are the two backgrounds of the pilot. Based on experiences obtained from the pilot university, there exist at least three problems: the system needs to be improved;the working methods need to be expanded, and the team construction needs to be strengthened. It is necessary to realize the two objective facts: the corruption will never automatically die out, thus the nature of corruption is to be recognized, the rule by law should be comprehensively promoted and the construction of the system should be advanced so as to use the system to control the corruption,to recognize the essence of the contradiction and to extend the discipline inspection commission’s enforcement model;Then the incorruptness thought will never automatically develop in one’s mind, and the core idea of the discipline inspection committee, combined with the value of incorrupt government, should be integrated to form an ecological and clean environment of government.
