摘 要:以1949年中华人民共和国成立以来农村劳动力非农化转移为研究对象,从三个方面进行了分析:一是依据时间脉络,回顾了农村劳动力非农化转移的五个阶段,总结了各阶段内农村剩余劳动力向非农业领域转移的规模和主要特征;二是从劳动力转移的外部驱力入手,梳理了政府在人口流动相关政策上的设置和转变;三是从劳动力转移的内部驱力入手,分析了农民工在社会心态上的变迁趋势。在此基础上,展望了中国未来农村劳动力非农化转移的趋势和方向,并从社会治理的角度提出了政府在劳动力人口管理上需要关注的几点内容。This article focuses on the non-agricultural transfer of rural labor in China since the establishment of the People′s Republic of China in 1949, making a specific analysis in the following three ways: first, this paper reviews the five historic stages of non-agricultural transfer of rural labor, summarizing the size and changing trends of the rural labor force that were transferred to the non-agricultural industry;second, starting from the external driving force of labor transfer, this paper systematically teases out the government′s settings and transformations regarding population mobility policies and labor policies;finally, starting from the internal driving force of labor transfer, this paper analyzes the changing trends of migrant workers′ social mentality. On this basis, this paper looks ahead to the trends and directions of the non-agricultural transfer of rural labor in the future, clarifying some points that the government must attend to in the management of the labor force from the perspective of social governance.
