深刻把握“供给侧结构性改革”的科学内涵——基于马克思主义政治经济学视角的解读

摘　　要：“供给侧结构性改革”是我国当前及今后相当一段时间经济改革面临的战略性任务,为搞好供给侧结构性改革,需要深刻把握这一改革的科学内涵。从马克思主义政治经济学的观点来看,“供给侧结构性改革”就是要在当代先进技术基础上建立结构合理、循环通畅的现代化经济体系。在社会体系中,核心是由生产与流通构成的经济活动,其他非经济活动是经济正常循环的条件和保证。供给侧结构性改革就是要按照社会体系中不同活动的性质进行安排,充分发挥它们在体系中的作用。我国经济发展条件正面临历史性的变化,这就要求我国经济发展从量的扩张转向质的提升,必须充分认识当前的变化,按照变化了的要求建设现代化经济体系。供给侧结构性改革是新时期建设中国特色社会主义的重要战略举措,需要有中国特色社会主义提供制度保证。The “supply-side structural reform” is a strategic task facing China' s economic reform at present and for quite some time to come. In order to implement supply-side structural reform well, it is necessary to profoundly understand the scientific connotation of this reform. From the perspective of Marxist political economics, the “supply-side structural reform” should establish a modernized economic system with reasonable structure and smooth circulation on the basis of contemporary advanced technology. In the social system, the core is the economic activities consisting of production and circulation, and other non-economic activities are the conditions and guarantees for the normal circulation of the economy. The supply-side structural reform should be arranged according to the nature of different activities in the social system and give full play to their role in the system. China’s economic development conditions are in the face of historic changes, which requires China’s economic development to shift from quantitative expansion to qualitative improvement. We must fully understand the current changes and build a modern economic system in accordance with the changed requirements. The supply-side structural reform is an important strategic measure for building socialism with Chinese characteristics in the new era, and it is necessary to have the instimtional guarantee provided by socialism with Chinese characteristics.
