摘  要:以2012—2016年综合类国家示范高职院校的科技投入产出数据为基础,基于三阶段DEA模型,研究高职院校科技投入产出效率问题。研究结果表明:(1)剔除环境和随机因素的影响后,各个综合类国家示范高职院校的科技投入产出综合效率有明显的上升;(2)地方财政科学事业费支出占地方财政一般预算内支出的比重和高职院校所在城市的人均科学支出对全时当量人员的投入冗余和当年内部支出的投入冗余是正向有利因素,而所在城市的人均GDP对全时当量人员的投入冗余是正向有利因素,对当年内部支出的投入冗余是负向不利因素。基于此,指出外部环境优化及引导的重要性。Based on scientific and technical input-output efficiency in model higher vocational educational institution from 2012 to 2016 and based on the three-stage DEA model, this paper studies the efficiency of scientific and technical input-output in model higher vocational educational institution, and the results show that:(1) after eliminating the influence of environment and stochastic factors, the comprehensive efficiency of science and technology input and output of all kinds of model higher vocational educational institution has obviously increased.(2) The proportion of local financial expenditure in the general budget of local finance and the cost of scientific expenditure per capita in the city of the higher vocational educational institution are the positive factors for the redundancy of input of full-time equivalent personnel and the input redundancy of internal expenditure in the current year. And the average GDP per capita in the city is a positive factor in the redundancy of full-time equivalent personnel, The redundancy in the expenditure of the year’s internal expenditures is a negative factor. Based on this, this study highlights the importance of external environment optimization and guidance.
