摘 要:北京市2020年碳排放达峰承诺以及人民群众对建筑品质、健康和节能减排的关注,对北京市未来绿色建筑与建筑节能工作提出了新的要求。其中,技术是绿色建筑与建筑节能设计理念的具体体现与能源消耗的关键,且关系到建筑用户的切身体会。未来北京市应重点发展与推广哪些技术,既满足可持续发展的要求,又能让建筑用户切实享受到绿色建筑与建筑节能发展带来的红利,是中长期发展路线图制定的一个关键问题。基于国家《绿色建筑建筑评价标准》的原版(2014)及修编版(2018征求意见稿)所提出的技术体系,通过专家研讨与问卷调研评分等方法,对各技术在京津冀地区不同建筑场合的适用性及投资回报率、不同评价维度的关键技术、重点发展技术领域以及推广机制进行了探讨,以期对北京市及其他省市的路线图制定及相关研究提供参考。The promise of reaching the peak of carbon emission at 2020,the people's yearning for a better life in China and more attention on energy-saving and carbon emission reduction from residents,have put forward new requirements for the development of green buildings and energy-saving in Beijing. Technology is the embodiment of green building and building energy saving design and the key of energy consumption,and determines,to some degree,the personal experience of building users. Therefore,which technologies should be developed and popularized in Beijing in the near future is one of key issues in the medium-and long-term development roadmap,aiming at not only meeting the requirements of sustainable development,but also enabling the residents to enjoy the dividends of green building and building energy conservation development. Under this background,this paper gathered a series of techniques from “Green Building Evaluation Standard” of both the former and the version being revised,and then applied methods of expert discussion and questionnaire scoring to discuss: 1) the applicability and return on investment of the technologies in different construction situations in Beijing-Tianjin-Hebei area,2) the key technologies in different evaluation dimensions,3) the key technical fields that needs to be developed. Finally,the paper also proposed suggestions on popularization mechanisms for the key techniques above. The objective of this study is to propose method and result references for the roadmap development in Beijing and similar researches in other provinces and cities.
