摘　　要：“生态型政府”是近年间为顺应社会可持续发展要求提出的新型政府范式,是政府为积极适应环境变化而进行创新发展的新目标、新理念。以巩固和拓展已有成果为目的,借助文献研究方法,从提出缘由、内涵特征及构建困境三个方面对已有学术成果进行梳理、分析,认为在研究内容上,以往研究对于概念界定已较为明晰,但重理论层面的宏观思考,缺少实践层面具体流程与差异化操作的探究;在研究方法上,已有成果在定性研究方面建树翔实,但必要的定性和案例分析匮乏。在今后的研究过程中,应进一步拓宽研究视阈,强化基本内涵,理论与实践并重,定量与定性结合,明确生态型政府构建的完善方向和任务要求,从而进一步推动课题研究的长效深入,为建设生态和谐、环境友好型社会提供宏观理论架构和微观实践指导。“Ecological government”is a new government paradigm put forward in recent years to meet the requirements of social sustainable development,and it is a new goal and concept of innovative development for the government to actively adapt to the changes of the environment.In order to consolidate and expand the existing achievements,with the help of literature research methods,this paper combs the existing academic achievements from three aspects:the reason,the connotation characteristics and the construction predicament.It is considered that in the research content,the definition of the concept has been relatively clear in the previous research,but it emphasizes the macro thinking at the theoretical level and lacks the exploration of the concrete process and differential operation at the practical level.In terms of research methods,the existing results have been achieved in qualitative research,but the necessary qualitative and case analysis is scarce.In the future research process,we should further broaden the research threshold,strengthen the basic connotation,pay equal attention to theory and practice,combine quantitative and qualitative, make clear the perfect direction and task requirements of ecological government construction,so as to further promote the long-term deepening of the subject research,and provide macro theoretical framework and micro practical guidance for the construction of ecological harmony and environment-friendly society.
