摘 要:2017年出台的《普通高等学校学生管理规定》,是以习近平同志为核心的党中央关于高等教育新思想、新理念、新战略的体现,是我国高等学校内涵式发展,尤其是“怎样培养人,培养什么样的人”,即落实“立德树人”具体任务的体现,为新时代高校建设和发展提供了基本的法治依据。文章认为对管理规范的理解和运用,在形式层面应做到规范与规范之间、规范各部分之间、规范效果与社会效果之间的统一;在实质层面应深刻领会育人为本、学校自治、学生自由、社会责任的内在一致性,从而全面体现秩序的公平正义价值,引领学生树立遵纪守法意识,为培养合格人才提供规范保障。The Regulations on the Administration of Students in General Higher Education Institutions,issued in 2017,is the embodiment of the new thoughts,new ideas and new strategies of the CPC Central Committee on higher education with Comrade Xi Jinping as its core,and assigns the specific tasks of the connotative development of the Chinese higher education institutions,and provides the primary legal basis for the construction and development of colleges and universities in the new era.The article holds that in order to have better understanding and application of the management norms,at the formal level we should unified between different set of norms,and between normative effects and social effects,and at the substantive level,we should deeply understand the inner consistency of education-oriented,school autonomy,student freedom and social responsibility so as to fully embody fairness and justice,and to instruct students to observe law and disciplines,and to provide normative protection for the training of qualified personnel.
