摘　　要：软环境建设已成为今后深耕细作“一带一路”的重要组成部分,“宗教因素”确系软环境形成的重要影响因子。东南亚伊斯兰发展的新态势尤其是恐袭事件频发,已对“一带一路”软环境建设造成了极大冲击。随着马哈蒂尔重返政坛,东南亚伊斯兰政治影响力将会进一步增强,“一带一路”推进过程中的“伊斯兰因素”难以回避。探索将宗教交流纳入“民心相通”的举措之中,旨在使“伊斯兰因素”能够在“一带一路”建设过程中发挥积极作用,以彰显新时代中国特色的大国人文外交的特有风范。Soft environment construction has become an important part of the "Belt and Road"cooperation in the future,and"Religious Factor"is a crucial factor of forming soft environment. Marked by the events of the " Malawi War" in the Philippines,the Rakhine State crisis and the Rohingya issue,the new situation of Southeast Asian Islamic extremes,especially the frequent terrorist incidents,has caused great impact on the "Belt and Road"soft environment construction. With Mahathir’s return to politics,the political influence of Islam in Southeast Asia will be further strengthened,which makes the "Islamic factor"in "Belt and Road"promotion hard to avoid. The paper seeks the initiatives to include religious exchanges in the process of "people-to-people bond",aiming at enabling the"Islamic factor"to play a positive role in the"Belt and Road"construction,so as to highlight the unique style of major country humanistic diplomacy with Chinese characteristics in the new era.
