规模经营下粮食经营主体持续生产意愿研究——基于调查的实证分析

摘　　要：【目的】研究规模经营下粮食经营主体的持续生产意愿,保障国家粮食安全,充分调动粮食生产积极性,为我国培养新型粮食经营主体和保障粮食持续稳定生产提供决策依据。【方法】基于山东省陵城区、临邑县的220个经营主体的实地调研,通过Logit模型对粮食经营主体持续经营意愿进行实证分析。【结果】经营主体年龄、兼业化、家庭收入、土地流转、对补贴满意度、政策支持满意度和参加合作社对粮食经营主体持续生产意愿具有显著影响。【结论】加强农业政策补贴的指向性和针对性,建立综合性收入补贴,对种粮农民的收入进行补偿,巩固“收入路径依赖型”粮食经营主体的种粮意愿与积极性;完善土地流转制度,提升农业生产经营组织化程度、培养适应新时代新型粮食生产经营主体,提高农户粮食种植积极性等建议。【Objective】To study the grain produing entities' willingness of continuous production under scale operation,ensure national food security,fully mobilize the enthusiasm of grain production,and provide decision-making basis for cultivating new grain operation entities and ensuring sustainable and stable grain production in China.【Method】Based on the field investigation of 220 operation entities in Lingcheng District and Linyi County of Shandong Province,the Logit model was used to empirically analyze the grain producing entities' willingnessto continue their production.【Result】The age,concurrent employment,family income,land transfer,satisfaction with subsidies,satisfaction with policy support, and participation in cooperatives have significant impacts on grain producing entities' willingness of continuous production.【Conclusion】The following measures could increase grain producers' willingness of continuous production,such as strengthen the orientation and pertinence of agricultural subsidies, establish comprehensive income subsidies,consolidate the willingness and enthusiasm of income-pathdependent grain producers,improve the land transfer system,increase the organizing degree of agricultural production and operation,and cultivate new food production and operation entities adapting to the change of new era,etc.
