摘　　要：上海合作组织在维护地区和平、安全与稳定,以及促进区域内政治、经济、文化等领域合作发展方面取得了显著成果,越来越成为具有广泛国际影响力的区域性国际组织。但是,随着国际社会的变迁,其自身组织法律制度存在的问题妨碍了该组织的良性发展。面对这些问题,需要上合组织各成员国更紧密地团结合作,借鉴和总结区域内外国际组织发展的经验与教训,积极制订接纳新成员的标准和程序、健全机构设置、完善程序规则,从而使上合组织的组织法律制度建设日臻完善。The Shanghai Cooperation Organization has achieved remarkable results in maintaining regional peace, security and stability, and promoting cooperation in the political, economic and cultural fields in the region. It has increasingly become a regional international organization with extensive international influence. However, with the changes of the international community, the problems existing in its own legal system of organization law have impeded the healthy development of the organization. Faced with these problems, the SCO member states need to work more closely together, learn from and summarize the experiences and lessons of the development of international organizations inside and outside the region, actively formulate standards and procedures for accepting new members, improve institutional settings and improve procedural rules, so that the legal system of organization law of SCO will be improved day by day.
