摘 要:党的十九大以来,随着体制机制改革的再出发,“政绩考核”与“政府绩效评估”作为公共管理范畴的两个重要概念存在诸多差异,却被学术界和社会普遍混用。本文首先基于文献计量法,比较分析两个概念在学术层面的演化脉络,指出两个研究主题的学科分布、发展动力和演化进路差异。其次,基于政府文献和学术文献的定性综述,探讨两个概念在评估主体、对象、目的、方法等诸多方面的异同。随后,分析学术界和社会对两个概念混用的四个原因,指出两者的交叉部分。最后,本文探讨这种混用现象背后隐含的社会含义。With the re-start of the reform of system and mechanism after the 19th National Congress of the Communist Party of China,two important concepts in the field of public administration-government performance evaluation and administrating achievement are generally constituted as the same and mixed up by both Chinese academia and society.Firstly,based on bibliometrics,this paper compares and analyzes the evolution of the two concepts at the academic level,and points out the disciplines distribution,development motivation and evolution path differences of the two research topics.Secondly,based on the qualitative review of government literature and academic literature,this paper explores the similarities and differences of the two concepts in many aspects,such as subject,object,purpose and method of evaluation.Subsequently,the paper analyzes four reasons for the confusion of the two concepts in academic circles and society,and points out the intersection of the two concepts.Finally,the paper explores the social implications of this phenomenon.
