Research on the Relationship between Green Technology Innovation and Environmental Regulaton Based on Patent Statistics: Taking Anhui Province as an Example

摘  要:为进一步研究安徽省经济与环境的协调发展,基于1998-2017年安徽省以绿色技术专利数表示的绿色技术创新、环境规制及其他相关指标数据进行了时间序列的计量分析,实证检验了环境规制对其绿色技术创新的非线性滞后作用关系。结果表明:环境规制与绿色技术创新之间表现为显著的倒"U"型关系,近几年(2013-2016年)环境规制强度超过了拐点,且环境规制对绿色技术创新的作用具有显著的一阶滞后特点。因此,安徽省应制定合适的环境规制强度,同时,积极实施激励绿色技术创新配套政策,促进企业进行绿色技术创新,为地区经济转型升级做贡献。To further promote the coordinated development of economy and environment in Anhui Province,based on the data of green technology innovation,environmental regulation and other related indicators expressed by the number of green technology patents in Anhui Province from 1998 to 2017,a time series econometric analysis is carried out to verify the non-linear lag effect of environmental regulation on green technology innovation.The results show that there is a significant inverted "U" type relationship between environmental regulation and green technology innovation.In recent years (2013-2016),the intensity of environmental regulation exceeds the inflection point and the effect of environmental regulation on green technology innovation has a significant first-order lag characteristics.Therefore,appropriate environmental regulation strength should be made in Anhui Province,at the same time,supporting policies to encourage green technology innovation should be actively implemented to promote green technology innovation in enterprises and to contribute to the transformation and upgrading of regional economy.
