天津市城市居民最低生活保障标准的保障能力与调整机制探讨

摘　　要：我国要实现到2020年全面建成小康社会的目标。小康社会目标如期实现的关键是贫困人口整体脱贫,城市脱贫也是脱贫攻坚战的重要组成部分。本文首先在客观描述天津城镇低保标准现状的基础上,运用相关统计指标分析了现行低保标准的保障能力,其次借助ELES模型测算天津市低保标准五个层次的理论值并与现行低保标准进行比较,发现天津市现行城市低保标准普遍明显低于ELES模型测算出的多层次城市低保标准的理论值,得出现行低保标准尚不能满足低收入群体多元化需求的结论。运用城市低保标准的调整比例,得出天津市低保标准的可调整区间,并提出相应的对策。China aims to achieve the goal of completing the building of a moderately prosperous society in all respects by 2020. The key to achieving the goal of a moderately prosperous society as scheduled is to make the entire poor population out of poverty, and urban poverty alleviation is also an important part of the fight against poverty. Firstly, based on the objective description of the present situation of Tianjin’s urban subsistence allowance standard, this article analyzes the guarantee capability of the current urban subsistence allowance standard with relevant statistical indexes, calculates the theoretical value of the five levels of Tianjin’s subsistence allowance standard by using the ELES model and compares it with the current subsistence allowance standard. It is found that the current urban subsistence allowance standard in Tianjin is generally significantly lower than the theoretical value of the multi-level urban subsistence allowance standard calculated by the ELES model, and the conclusion is drawn that the current urban subsistence allowance standard cannot meet the diversified needs of low-income group. Based on the adjustment ratio of the urban subsistence allowance standard, it gets the adjustable range of Tianjin’s urban subsistence allowance standard and puts forward the corresponding countermeasures.
