民间资本进入对公共服务组织的影响力——基于社会网络理论的检验

摘　　要：民间资本参与公共服务伴随着"公共服务组织市场化"和影响力降低的风险,给公共服务组织的公共身份带来了挑战。民间资本参与公共服务不仅从居民心理的角度影响着公共服务组织的社会认同,也从治理主体之间关系结构的角度影响着公共服务组织的治理。对典型公共服务案例进行社会网络计量的结果显示,民间资本参与公共服务对公共服务组织的影响是不确定的,不同类的公共服务组织在公共服务治理网络中拥有不同的网络影响力。进一步发挥公共服务组织的影响力和治理功能,需要促进各类公共服务组织之间的联系和合作。The participation of private capital in public service,along with the risk of"marketization of public service organizations" and the reduction of influence,has brought challenges to the public identity of public service organizations. The participation of private capital in public service not only affects the social identity of public service organizations from the perspective of residents' psychology,but also affects the governance of public service organizations from the perspective of the relationship structure between governance subjects.The results of social network measurement of typical public service cases show that the impact of private capital participation in public service on public service organizations is uncertain,and different types of public service organizations have different network influence in public service governance networks.To further exert the influence and governance function of public service organizations,it is necessary to promote the links and cooperation among various public service organizations.
